Jun 20, 2016 The OS/X Mavericks ships with Java 1.6, but in case you've installed another version, you can get back with 1.6 if you download a bundle of Java SE 1.6.065 from Apple. If you've installed a later version of Java, e.g. 1.7, for all users, installing the bundle mentioned above will most likely break your existing newer installation. This may be tough as Java 6 on the Mac was only provided by Apple. Oracle/Open JDK didn't take over to providing binaries until Java 7. Do you specifically need Java 6 or can you run it with a later version of Java?

I was also getting the same message, 'to open 'TIBCOBusinessStudio.app' you need to install the legacy Java SE 6 runtime'.
I was able to install bwce-252 on Mac-Mojave 10.14.4 (18E226) with java version '1.8.0_144' on my m/c.
But while I was trying to open studio getting the above mentioned message.
With following changes I could proceed,
edit the file,
sudo vi /Library/Java/JavaVirtualMachines/jdk.1.8.<…>/Contents/Info.plist as below,
<key>JVMCapabilities</key>
<array>
<string>JNI</string>
<string>BundledApp</string>
<string>CommandLine</string>
</array>
Save the file and restart the m/c.
